ITEM 2 – Oral update by the HC
Pasumai Thaayagam would like to congratulate High Commissioner Bachelet and express our confidence that her depth of experience will greatly benefit the Human Rights Council and human rights around the world.
We hope High Commissioner Bachelet continues to take a strong stance on human rights and transitional justice in Sri Lanka.
We are mindful that there will be many human rights crises that will vie for the High Commissioner’s attention. We urge High Commissioner Bachelet to maintain her office’s focus on Sri Lanka, that have not delivered accountability, redressed victims, or addressed the root causes of their conflicts. Impunity for past atrocities continues to violate victims and survivors today. Both the reputation and success of the Human Rights Council requires keeping the adequate resolution of past abuses on the agenda.
We urge the High Commissioner to remain seized of the matter of Sri Lanka’s transitional justice progress by expressing commitment for a new resolution next March; setting up an OHCHR presence in in the conflict-affected North-East of Sri Lanka; and recommending consequences for Sri Lanka’s inaction, such as bilateral sanctions, the exercise of universal jurisdiction, and establishment of Special International Criminal Tribunal.
