  • Cycle of violence repeats (Pogroms 1958, 1977, 1983, Massacre 2008 – 09); Several commissions set up in the past, but no one held accountable.  This culture of impunity perpetuates violence, continuing even after the end of the war in 2009 (2011, 2012, 2013 & 2018 March). Repeated cycle of violence take place due to the lack of political will to address impunity and failure to reform institutions and structures.
  • Options for the International community to address accountability & justice.
